0000038: Installation Fails if config.php is not there...config.php is removed in 3.5

Description

In 3.5 the config.php file was removed from the distribution as it fixes a potential for someone to overwrite their old configuration with a blank file.

Unfortunately due to an issue in common.php when the user goes to the standard "http://<website>/wrm" [^] directory the index.php file is loaded. Index.php attempts to load config.php before it checks whether the install directory exists for redirect.
