Summary

0000023: Max Users in Raid Limit does not limit signups / draft to raid.

Description

The Maximum Users in Raid limit set when a raid is created doesn't have an effect on keeping people from signing up (or being drafted for) a raid, only the class restriction is effective.

Users are able to sign up to raids that are "full" (Player number limit) till the hit a class limit restriction.
